An individual, of his own free will, cannot include a monument of architecture or nature in the list of UNESCO World Heritage Sites, this process can only be started by the state. But almost everyone can influence the procedure for including an object in the preliminary lists for further consideration.
Instructions
Step 1
Keep in mind that only those countries that have signed the Convention concerning the Protection of the World Cultural and Natural Heritage can be included in the UNESCO list. The Russian Federation is one of them.
Step 2
Make sure the selected monument meets the criteria by which UNESCO designates it as a World Heritage Site. These are detailed in the UNESCO World Heritage Center Information Digest. The criteria are quite strict and elaborately formulated, but, in any case, the nominated object must be unique, “be a masterpiece of human creative genius,” illustrate an important stage in the history of mankind.
Step 3
Prepare the dossier of the nominated property. Justify the compliance of the monument with the criteria for assigning the status of a World Heritage Site. Take high quality photos, write a historical reference.
Step 4
Submit the dossier of the nominated property to the Commission of the Russian Federation for UNESCO, contact information can be found on the official website of the organization. Based on the application, the site will be included in the Tentative List of Sites to be included in the World Heritage List; it is prepared at the state level as a whole. UNESCO does not consider sites not listed on the Tentative List.
Step 5
Upon submission of the Tentative List, an independent examination will be assigned to UNESCO. It is run by the International Council for the Conservation of Monuments and Sites and the World Conservation Union. If necessary, the International Research Center for the Preservation and Restoration of Cultural Property is connected to the examination.
Step 6
Based on an expert assessment, the UNESCO World Heritage Committee makes a decision on the inclusion of the site in the list. This is done once a year. The committee may request additional information about the property and postpone consideration of the issue for a year.
