Complaining about the inaction of police officers should not only be with the higher authorities, but you can also contact the police's own security service, the public chamber, the prosecutor's office and even the court. All these bodies can not only help in solving the problem that the police officers refused to resolve, but also force them to fulfill their duties.
Many Russians have probably had to go to the police. But often they refuse to investigate an incident or crime, do not want to look for missing relatives, try to evade the initiation of a criminal or administrative case, or by their inaction nullify all previously made efforts to solve the problem. Some who have contacted the police shrug their shoulders, others go to complain to their superiors, but they do not meet with understanding there either.
Whom to complain to first
First of all, of course, you must first write a complaint addressed to the head of the given body of internal affairs, in which the police officer works, if by his inaction he does not contribute to the development of the current situation.
This application can be sent by mail, can be brought to the reception and left to the secretary. It is better to write a statement in two copies and keep one for yourself. Also, a similar statement can be published on the website of the ATS or ATC.
You can write a statement on a regular A4 sheet of paper. It should indicate the name and surname of the police officer, it is desirable to know his rank and position. Also, the situation itself should be presented in an arbitrary form.
Alternatively, you can call the hotline or your boss's office and explain your complaint. At the moment, all phone calls to the police are recorded, so any call will not go unanswered. You can even call 02.
You can appeal the inaction of a police officer by contacting the Ministry of Internal Affairs of Russia directly. The complaint should be sent there by registered or valuable mail. The answer will come in a few weeks already with a conclusion on the appeal. You can also contact the Police Self-Security Directorate. But it also happens that the police refuse to help.

Appealing a police officer's inaction is more effective if you go to the prosecutor's office. It is best to do this in writing, and you can also write to the website of the procurators on the Internet. You should describe the situation in any form, indicate all the available data. The prosecutor's office is more interested in such complaints and will respond quickly enough.
By the way, the appeal to the media will be no less effective. You can write to the newspaper or go to television. You can also go to the reception at the public chamber.
If the prosecutor's office does not help, then the last instance remains - the court. This should also include a written complaint about a police officer's failure to act. You should keep one copy for yourself. There, the complaint must be recorded, stamped on the second copy. However, this is done in other bodies as well.
It is best to appeal the actions of the police immediately, without postponing the case on the back burner, so this process will be most effective.
