In December 1991, a document was drawn up in Belovezhskaya Pushcha that changed the entire course of Soviet and world history. The agreement on the creation of the Commonwealth of Independent States was signed by the first Russian President Boris Yeltsin, as well as his associate, Secretary of State Gennady Burbulis.
Childhood and youth
Gennady Eduardovich Burbulis was born in Pervouralsk on August 4, 1945. Before the revolution, his grandfather left Lithuania and moved to the Urals, since then the Burbulis considered themselves real Sverdlovsk residents.
The boy grew up in the family of a military pilot, but he did not dream of continuing his father's work. After school I went to the factory. The working biography of a seventeen-year-old boy began with the position of an electrical fitter of measuring instruments. After serving in the army, he worked as a loader, excavator, he was not afraid of stress and calloused work.
Education
The desire to get an education came at the age of 24. Soon, Gennady successfully graduated from the Ural State University. The certified specialist remained to teach philosophy at the educational institution. A few years later he became an associate professor, defended his Ph. D. thesis. Since 1983, he headed the department, and then the scientific direction at the Sverdlovsk Institute for Advanced Studies.
Restructuring
In the late 1980s, Burbulis created a political club "Discussion Tribune" in the city. Three meetings were held, bringing together the local intelligentsia to solve social and political problems. The club worked closely with the regional party committee, the Knowledge Societies and the protection of monuments. Taking part in the discussion of issues of democratization and elections, Gennady Eduardovich moved from theory to practice. In 1989, he received the mandate of the USSR People's Deputy, in the Supreme Soviet he was engaged in the development of self-government. As a fellow countryman of Boris Yeltsin, Burbulis managed to win his trust and a year later he headed the campaign headquarters in the presidential elections.
In Yeltsin's team
The career of Gennady Eduardovich is associated with the period of the first Russian president, who appointed Burbulis to the post of State Secretary of the RSFSR. A philosopher, a methodologist, this person has become indispensable in the presidential team. He was entrusted with the post of Deputy Prime Minister, then the Government Office. Acting as a “gray eminence”, he often made key decisions and determined the methods of their implementation. He initiated the Belovezhskaya Agreement, which marked the collapse of the Soviet empire. Burbulis considered this document to be the only correct one in the current situation, excluding the possibility of a civil war. The "Gaidar" reforms of the 90s began in the country not without his participation; on his initiative, young specialists took leading economic positions in the government.
Further career
In the subsequent period, Yeltsin's influence weakened, and Burbulis made his further career independently. Compatriots of the Urals gave him their votes in the elections, he was elected to the State Duma more than once. Since 2001, Gennady Eduardovich entered the Federation Council, then headed the work of one of its commissions. In 2007-2010, he headed the Center for Monitoring Legislation, as an advisor, worked on the annual reports of the Federation Council.
Personal life
Little is known to the general public about how Gennady Eduardovich lives today, his personal life remains in the shadows. It is known that his wife Natalya Nikolaevna is also a teacher of philosophy, they graduated from one faculty. The couple have a son.
In parallel with his main activity, Burbulis taught students. First in the Urals, then at the Moscow International University. He considers his most important achievement to be the creation of a scientific and practical doctrine - the political philosophy of life creation. The key to this philosophy is understanding and dialogue. The main question is in the search for the meaning of life and place in society. Today we can say with confidence that the author of the doctrine, the famous theorist and practitioner Gennady Burbulis made a great contribution to the history of the country and found his purpose in life.
