Valery Petrovich was born on May 8, 1962. The family lived in Odessa. His father is the famous director Petr Todorovsky, his mother, Mira Grigorievna, is a producer. When Valery was little, his father worked as a cameraman at the Odessa film studio, he often took his son to work.

Later the Todorovskys began to live in the capital. As a schoolboy, Valery also decided to work at a film studio, like his father. He entered the VGIK at the faculty of directors, but he was not accepted. However, Valery was able to become a student at the scriptwriters department of this university. The young man finished his education in 1984.

Then Todorovsky met Brik Evgenia, a young actress. For her sake, he left his family. The marriage was concluded in 2006. In 2009, a daughter, Zoya, appeared. Quite often, Evgenia starred in her husband's projects.

Valery Petrovich does not like social events, in his free time he rests at home.
