Step 1
A citizen has the right to retire early, including a pension on preferential terms, subject to a number of mandatory conditions. These include the recognition of a citizen as unemployed, the inability of the employment service to find a new job for this person, reaching a certain age for the unemployed (53 for women, 58 for men), having the necessary work experience, dismissal of a person due to the liquidation of an enterprise, due to staff or headcount reduction. And also the unemployed himself must agree with his referral to early retirement.
Step 2
If all of the above conditions are met, the citizen has the right to qualify for an early retirement pension. He must appear at the employment service and write a statement in the established form. On the basis of this application, he is obliged to issue a certificate of the periods included in the total length of service, and a proposal to send him to retire early (2 copies). With these documents, he must appear at the pension authority at the place of residence.
Step 3
In a situation where the social protection body refused to provide an early pension, the employment service is obliged to resume work to assist in the employment of a citizen. If the employment service received a copy of the proposal with a note on the appointment of an early pension, the citizen is removed from the register, and unemployment benefits are stopped.
Step 4
The pension is assigned and calculated strictly in accordance with the Federal Law “On Labor Pensions in the Russian Federation”. It is payable from the day the citizen submits an application, offers from the employment service and other mandatory documents. The employment service is obliged to keep personal records of citizens receiving such a pension during the entire period of its payment.
