In different parts of the world there is a tradition to devote a year to some important event or phenomenon. Russia did not stand aside in this matter, this practice has taken root in our country and is becoming more and more popular and significant.
It is impossible to give an exact date for the establishment of this tradition in Russia, because similar decrees of the President of the Russian Federation existed earlier. They talked about the timing of the year to some event or about closer international relations with a certain country.
