Vladimir Yakovlevich Butov was born on April 10, 1958 in an ordinary Soviet family. Parents lived in the famous city of Novosibirsk. My father worked on the railroad. After demobilization, he decided not to return home, and left to work as a carpenter in the city of Naryan-Mar under an agreement with a geological expedition.
Political activity
In the Soviet Union, people came to the regions of the Far North in order to earn money for housing or for a car. The earnings here were very good. Butov turned out to be a jack of all trades. The carpenter sat down at the levers of the bulldozer. He was driving rubles out of the ground. The next step, when the whole country switched to "market rails", organized a cooperative for the repair of construction and road equipment. The entrepreneur's career has developed successfully. The cooperative began to engage not only in repairs, but also in trade in consumer goods.
In 1994, Burov decided to change the vector of development and went into politics. In the next elections, he became a member of the Assembly of Deputies of the Nenets Autonomous Okrug (NAO). Vladimir Yakovlevich quickly figured out the intricacies of the electoral process. And in December 1996 he was appointed governor of the NAO. Already in the first weeks of his governorship, Burov was faced with the unceremonious behavior of the oil companies operating in the district. The oil workers behaved like masters. They did not comply with the requirements of environmental legislation. Only a small part of tax revenues was paid to the NAO budget.
Confrontation and personal life
To fully replenish the local budget, Butov created several oil companies that were subordinate to the local Assembly of Deputies. The struggle against the monopolies turned out to be protracted and unsuccessful. The governor simply did not have enough time to bring the matter to its logical conclusion - his term of office had expired.
