Childhood and youth
Volodya was born in 1961 into a working class family. He spent his childhood in the regional center of Nizhny Lomov in the Penza region. The boy grew up athletic, was fond of wrestling and hockey. In addition, he was fluent in the guitar and tried himself in the literary field. For a long time, the teenager could not decide on his future profession, he chose between a military pilot and an investigator. After completing his school education, he began his career at the Vlast Truda plant. At first he managed a loader, then moved to the boiler shop. In 1979, the young man was drafted into service, his army days were spent in a special unit of the border troops near Afghanistan. While in the army, he wrote a report on admission to a higher military school, but did not pass the medical commission - he fell ill with a sore throat and ended up in the hospital.
Service start
In 1982, Kolokoltsev came to the structure of the Ministry of Internal Affairs. The experience of a father, a former border guard and a son of a godfather, a police officer, helped to make the final choice. He talked about his profession in a fascinating way and supplied Volodya with special literature on the activities of the organs.
Kolokoltsev's first assignment was to protect diplomatic missions of foreign countries that have Moscow accreditation. Two years later, the responsible officer was assigned to command a platoon of the PPS battalion. In 1985, the young man became a cadet of the Ministry of Internal Affairs school in the northern capital, five years later he was awarded a diploma with honors. After returning to Moscow, he was appointed an operative of the Kuntsevo regional executive committee. Soon the investigator went up for promotion. First, he headed the 20th, later - the 8th Moscow police department.
Career
In 1992, Kolokoltsev joined the leadership of the police department. He served as a senior operative of the UGRO, headed the 108th department of the capital's militia. Vladimir remembered this period with an unexpected offer to act in films. The authors of the painting "At the corner of the Patriarchs" invited him to participate in their series. The hero was to play an operative of his squad. He coped with the role brilliantly, because what he showed on the screen was his daily work. The colleague on the set who played his boss was the famous actor Igor Livanov.
In 1995, Vladimir's career took off. He was entrusted with the post of the head of the UGRO department of the district, and two years later - the head of the RUOP in the city. His primary task was to combat organized crime in the capital, and he devoted more than ten years of service to this cause.
In the mid-2000s, Kolokoltsev went to Oryol to head the regional department of the Ministry of Internal Affairs. Under his leadership, serious violations in the activities of the regional administration were revealed, the deputy governor and a number of heads of structural divisions were declared guilty. In addition, the leaders of the so-called "Vorobievskaya" criminal group were arrested. The result of Vladimir's successful work was a new appointment to the post of Deputy Head of the Department of UGRO of the Ministry of Internal Affairs of Russia.
At the head of the department
Six months later, Kolokoltsev's track record was replenished with a new appointment, he became the head of the Moscow Main Internal Affairs Directorate. His impeccable service did not go unnoticed, so the candidacy of Vladimir Alexandrovich was proposed for the post of head of the police department, about which the head of state signed a corresponding decree in 2012. Under the leadership of the new minister of the Ministry of Internal Affairs, reforms began in law enforcement agencies.
The minister's proposal to return the death penalty aroused great public outcry. In an interview, he said that, as an ordinary Russian citizen, he does not see "anything reprehensible" in this. These words coincided with a number of high-profile cases involving the kidnapping and murder of children. Opposition members from the Yabloko party even suggested dismissing the minister, but there were also those who supported him on this issue.
Scandals
The minister's surname appeared twice in an unpleasant context for him. Kolokoltsev holds a Doctor of Law degree. His scientific work was devoted to issues of national security. After receiving his degree in 2005, the official was bombarded with allegations of copyright infringement. It was about the fact that the materials of his work involved information from four other theses. This investigation was conducted by Dissernet, a network of leading professional scientists.
In December 2018, the minister was seen at the United Russia party congress, which violated the federal law. After all, an employee of the Ministry of Internal Affairs does not have the right to take part in the work of any political movements. According to the official representatives, the minister appeared in the hall as an invited guest. I must say that after the introduction of American sanctions against Russia, Kolokoltsov was on the list of civil servants close to the head of state. As the head of a key department, he sits on the President's Council for the Prevention of Corruption.
Personal life
Vladimir Alexandrovich has been married for many years. He met his wife Vera Ivanovna in the metro, when the girl arrived in the capital from the city of Rostov. Despite the slight age difference, the couple has been happy for several decades. The Kolokoltsevs brought up two children. Firstborn Alexander was born in 1983. Having matured, the young man served in the Ministry of Internal Affairs, and after being fired from the structure, he became an entrepreneur. He is in the restaurant business and is a partner in a number of computer technology and food supply companies. Daughter Ekaterina is five years younger than her brother. She is a journalist by profession, graduated from the Institute of International Relations.
