The easiest in terms of preliminary formalities involves crossing the border every 90 days. A valid work permit in the Russian Federation or the availability of housing, which a foreigner has the right to use legally, will help to avoid this need.

Step 1
To begin with, decide for yourself exactly where in Russia and why you would like to live, how to get a livelihood, whether it is important for you to gain a foothold in Russia forever, or whether it is enough to legally stay in the country for a limited period.
In the second case, how realistic it will be for you to comply with the requirements of the migration legislation of the Russian Federation. For example, regarding the need to leave Russia every 90 days. In other words, how far is the nearest border from the place of your future stay in the Russian Federation, is it expensive to travel through it, is it free for you to enter the neighboring state.
Step 2
A method that requires a minimum of formalities is to stay in the Russian Federation on a migration card, each time leaving the country as it expires (90 days). In this case, you just need to fill out this document at the border, and present your internal passport to the border guards on both sides.
Upon arrival at the place and solving the housing issue, you will register for migration within three working days. The landlord must handle all the formalities, for this he will need copies of your passport and migration card.
You just have to have time to leave the country before the expiration of the migration card, then enter and repeat all the formalities again.
Step 3
A valid work permit in the Russian Federation will help to avoid the need to travel abroad every three months. To obtain it, contact the same branch of the Federal Migration Service of the Russian Federation, where you are registered with the migration register.
You will need to present a passport with a notarized translation, if it does not have a Russian version, a migration card, undergo a medical examination (the addresses of medical institutions will be prompted by the FMS) and pay the state fee at the bank. If you have a work permit, you can extend the migration registration in the Russian Federation for the entire period of its validity (usually it is issued for a year). Then, nevertheless, leave Russia, enter again and go through all the formalities again.
Step 4
If you have your own home in Russia (the laws do not prohibit its acquisition by foreigners), you can try to get a temporary residence permit in it. A condition for the successful completion of this process will be the availability of seats on the quota approved by the government annually.
For example, in 2009 it was approved for Moscow in the amount of 500 people, and in 2011 - 2 thousand.
Outside the quota, close relatives of Russians can obtain permission under certain conditions, natives of the Russian Federation or the RSFSR who were former USSR citizens, and foreign servicemen of the Russian army for the duration of the contract (which is concluded for at least three years).
Step 5
A temporary residence permit is issued for three years. But after a year you have the right to apply for a residence permit. Having submitted the required set of documents to the FMS department. It is issued for five years and can subsequently be renewed. In addition, its owner is already entitled to apply for Russian citizenship.
