If you wish to move from Ukraine to Russia for permanent residence, you will first have to obtain a temporary residence permit with or without quotas, as well as under the compatriots resettlement program.

Step 1
Find out if you are eligible for resettlement to Russia and obtaining a temporary residence permit without taking into account quotas. Citizens who have such rights include: - those who were born on the territory of the RSFSR and were formerly a citizen of the USSR; - those who were born on the territory of Russia; - persons recognized as disabled who have children who are citizens of the Russian Federation; - persons who have at least one disabled parent who is a Russian citizen; - persons married to a Russian citizen who has permanent registration in the territory of the Russian Federation; - persons who have invested fixed amounts in the Russian economy; - persons who entered military service under a contract (only for life time).
Step 2
If you are related to one of these categories of Ukrainian citizens, then you can enter the territory of the Russian Federation without a visa. Upon arrival in Russia, submit the following documents to the FMS department: - a passport (or a passport of a citizen of Ukraine); - a migration card with a mark about crossing the border; - certificates and certificates confirming your rights to obtain a temporary residence permit without taking into account quotas. these documents, an application for the issuance of a TRP to you and enter the state duty in the established amount.
Step 3
Submit to the FMS certificates that you have no criminal record in Russia and Ukraine, as well as certificates from medical institutions stating that you are not a carrier of dangerous diseases and do not use drugs. This should be done no later than 30 days after the initial treatment.
Step 4
Obtain a temporary residence permit no later than 60 days after the first application. If you provided incomplete or inaccurate information about yourself, you will be denied a TRP.
Step 5
If you do not belong to any of these categories of citizens, then you can get a TRP only within the quota by submitting an application to one of the Russian consulates. In addition, you can become a member of the State program to assist compatriots in resettlement to the territory of the Russian Federation. To do this, you need to contact the Russian Embassy in Ukraine.
