The payment for housing and communal services is constantly growing. The state approved the payment of subsidies as social protection measures for those categories of citizens who, due to life circumstances, health status, age and income level, do not have enough money to pay off their rent arrears.
According to the Ministry of Social Protection of Russia, one fifth of the population receives housing subsidies today.
The more modest the income, the lower the rent
The right to apply for housing subsidies in the Russian Federation are:
- persons living in the premises of the state or municipal housing stock;
- tenants of residential premises under a lease agreement in the private sector;
- members of housing cooperatives;
- owners of apartments, residential buildings.
Large families, orphans left without parental care, disabled people of groups 1, 2 and 3 can count on compensation in the form of housing subsidies. All categories of citizens are required to provide documentary evidence of their right to benefits. Subsidies are given to them in the amount of 50 percent of the total cost of housing and communal services. Citizens with low material incomes, pensioners living alone and other categories of citizens in difficult life situations, those whose rent exceeds 22 percent of the total family income can apply to the social protection authorities for the appointment of housing subsidies. The amount of such payment depends on the size of the standard for living space, the cost of housing services, the total family income. This standard is set individually in each region of the Russian Federation. Therefore, for each low-income family, the size of the housing subsidy will be different, in accordance with the legislation in force in the region.
Compensation payments to these categories of recipients are assigned every six months, that is, twice a year, you must confirm your right to financial assistance from the state by submitting the necessary information and a package of documents (if required) to the social protection authorities. The competent authorities have every right to deprive applicants of preferential subsidies if the recipients do not pay their rent for a long time, in other words, they spend funds for a different purpose.
