You can get into the blacklist without being present at the meeting in person. The bailiff decides to restrict your movement, and this decree is sent to the Border Guard Service of the Federal Security Service of Russia, and your name is included in their database. If you have not yet issued a passport, then the presence of debt obligations will not allow you to receive this document.

If you are sure that you don’t owe anything to anyone, it’s better to play it safe. To do this, you need to call the district department of the Federal Bailiff Service and ask this question there. It is useless to search other sources, including the Internet, for a database of debtors. This is prohibited by the law "On personal secrecy", it would also be a violation of Article 24 of the Constitution of the Russian Federation. Having learned that you have not fulfilled some obligations and having paid off the existing debt, do not expect that you will be instantly removed from the black list. This takes up to 30 days. Therefore, when going on vacation, make sure that this departure is possible in advance.
