Step 1
Find out if your locality has a unified emergency dispatch service. Its coordinates can be indicated on the receipts according to which you pay for heat supply. The telephone number of such a service should be written somewhere in the entrance in a conspicuous place - for example, on an information board. But this requirement is not always met. If there is such a service, it is enough just to call it, your application will be forwarded to the management company or heat supply company. Do not forget to inquire about the application number and find out the name of the employee who accepted it.
Step 2
Unified emergency dispatch services are not available in all localities. Therefore, it is possible that you will have to go directly to the office responsible for the state of heating networks in your house. This is a management company. Such an organization can be called in different ways - zhilkomservice, PRUE, etc. The name is indicated on the utility bills receipt. Call the control room, report the problem, ask for the application number and the name of the host. You can also apply to the management company with a written application. It is written in free form - as in all documents of this kind, it is indicated to whom the complaint is addressed and from whom it is. Write down in which rooms there is no heating.
Step 3
If the management company does not take any action, contact your local administration. You need a department or committee to manage housing and utilities. Write a statement and do not forget to indicate that you have contacted the management company, indicate who accepted your application, as well as its number.
Step 4
You can complain about a prolonged lack of heating to the housing inspectorate. Usually, complaints to this organization are more effective than to the management company. The Housing Inspectorate will issue an order to fix the problem. It is best to contact the housing inspectorate with a written application.
Step 5
The prosecutor's office can also protect your rights. It is most convenient to write an application right on the spot, since you will find samples of filling out documents at the reception or at the secretary's.
Step 6
Since 2013, a single day for citizens' appeals has been established in Russia - December 12. On this day, you can contact the reception rooms of the President, governors, heads of local administrations. Information about this should be posted on the official website of your municipality. Make an appointment with the head of administration and explain your problem to him, and also tell us what measures you have already taken and what the result was.
