Step 1
Measure the room temperature. Stand in the middle of it with a room thermometer (a medical one will not work) or place it on a table, a chair, also located in the middle of the room. Wait about half an hour for the thermometer to stabilize. If it shows less than 18 degrees Celsius, the air temperature is below the norm established by GOST R 51617-2000. And if more than 18 degrees inclusive, then there is no reason for a complaint.
Step 2
You can also measure the temperature in the corners of the room opposite the window or balcony. It must be at least 20 degrees inclusive. And in the bathroom - at least 25 degrees inclusive. Also, in order not to unnecessarily bother utilities, make sure that you are not to blame for the low temperature in your home and that you do not have gaps in window frames, walls, etc. If the radiators are equipped with regulators, as is often the case after major repairs, check them too. Often it is forbidden to rotate them yourself without the permission of the employees of the management company, but it will not hurt to check the situation.
Step 3
If the air temperature in the premises of your apartment is below normal, this situation lasts for more than one day and you yourself are not guilty of it, call the management company that serves your house. Its number can be indicated on the stand located in front of the entrance to the entrance, in the entrance itself on the ground floor, and if there is an elevator, also in it. The operator's hours are also often indicated there. Provide the reason for the complaint, your address, including the number of the house, entrance and apartment. You may also be asked if the apartment is located to the left or right of the stairs. Your request will be considered. And if the heating is not repaired, contact again, for example, the next day.
