Step 1
Prepare all the documents that you will need for registration: - passport; - documents for the apartment (certificates of ownership or inheritance, donation agreement, etc.); - military ID or certificate of registration (by law they do not have the right to demand, but in practice the opposite often happens).
Step 2
Fill out the application in the form, indicating your full name, address of departure and address of the future registration. You can get the form at the housing office, passport officer or download it on the www.gosuslugi.ru portal.
Step 3
Contact your passport officer if you are going to issue a permanent residence permit in another city. Submit all documents and sign out at your old place of residence. Receive the departure sheet and ask the passport officer to send them (you will need to make a copy of the passport) to another city for registration. Be prepared for this procedure to take at least a month.
Step 4
If the apartment does not belong to you, but you are a relative of one of the owners, then ask him in advance to provide his written consent for your permanent registration to the passport office in another city. The same goes for public housing. Husband, wife, parents, minor children can be registered without the consent of all other co-owners or tenants of an apartment or house.
Step 5
If you are going to issue only temporary registration, you will need your personal presence at the passport office of another city. The basis for such registration must be the consent of all co-owners or tenants of an apartment or house. You will also need to submit an agreement on gratuitous use, certified by a notary. Only close relatives of the tenants can be temporarily registered in municipal housing. Anyone can be registered on a privatized living space, subject to the personal presence of all co-owners.
