Experts predict stable demand for energy resources and their derivatives throughout the world in the next decade. This was announced by Vladimir Putin at the first meeting of the presidential commission on the fuel and energy complex and environmental safety on July 10, 2012. In his speech, Vladimir Vladimirovich outlined the main priorities in the development of the fuel and energy complex and expressed his wishes for the work of the commission. At the same time, he gave several examples and sounded very interesting figures.
The main task of this commission - which Putin especially emphasized - is to establish a clear work of all mechanisms of the fuel and energy complex and create a system of coordinates for its development. The main requirement of the president is to ensure "transparency" in the work of the industry. First of all, it is necessary to put things in order with payments in the country's electric power industry. In addition, Vladimir Vladimirovich spoke negatively about the existing practice of competitive distribution of subsoil of federal significance and said that henceforth such sites should be sold only at auctions. The existing dividend amounts have also been criticized as they do not meet the requirements of international standards. Putin urged companies in the industry to follow the example of Rosneft, whose head promised to continue to pay shareholders up to 25% of the company's profits.
Putin outlined the five main tasks of the Russian fuel and energy complex for the coming years as follows:
First, it is necessary to expand the geography of mining, including the development of shelf deposits. According to the president, it is necessary to improve the quality of exploration work. These measures will not only strengthen the resource base, but will also attract additional investments in the industry and help in the development of new technologies.
Second, it is necessary to maximize the efficiency of existing projects. Vladimir Vladimirovich especially noted: "The fuel and energy complex is a high-tech industry." The latest technical and scientific developments and modern equipment must be used.
Thirdly, international cooperation should be developed. After Russia's accession to the WTO, the economic attractiveness of such transactions has increased, and companies should be more active in attracting foreign capital. You need to act more courageously in international markets: do not hesitate to offer your services and look for new niches. At the same time, Putin recommended that special attention be paid to cooperation with the CIS countries.
Fourth, it is necessary to continue the privatization of state assets. But at the same time, the approach to privatization should be “principled, market-based, balanced”. For example, Putin cited the capitalization of the RusHydro company, which was undervalued: “You cannot just sell today what will cost $ 40 billion tomorrow. Sell at the rate of $ 7.5 billion,” the president said.
Fifth, you need to take care of the environment. The development of the Russian fuel and energy complex should not adversely affect the environment.
