If a passport is lost, a Russian citizen should contact the Federal Migration Service in accordance with the place of permanent residence.

The procedure for contacting the FMS

If the passport was exactly lost, and not stolen or confiscated from a citizen in another unlawful way, it will be enough for him to visit only the territorial office of the Federal Migration Service at the place of residence with a full package of documents that will be required to restore the passport.

The order of interaction between the FMS bodies and the citizen in this case is regulated by a special document, which was approved by the order of the FMS of Russia No. 391 of November 30, 2012. It bears the name "Administrative regulations of the Federal Migration Service for the provision of public services for the issuance and replacement of a passport of a citizen of the Russian Federation, which certifies the identity of a citizen of the Russian Federation on the territory of the Russian Federation." In this normative legal act, in particular, it is recorded that a citizen will be able to receive a ready-made passport within 10 days after he has submitted all the necessary documents.

This term, however, applies only to those cases when a citizen applies to the same FMS department that issued his lost passport. If the issue was carried out by another branch, the permissible period for submitting the document is increased to 2 months. This is due to the need to restore documents confirming the identity of a given citizen.

Documents to be submitted to the FMS

The package of documents that must be submitted to the territorial body of the FMS in case of loss of a passport includes two statements that must be written by the citizen himself. The first is a free-form statement, in which it is necessary to describe in detail the circumstances of the loss of the passport so that the service employees can make sure that there is no illegal component in this event: otherwise, you will also need to contact the law enforcement agencies. The second application is filled in according to the established form No. 1P and contains an application for a new document. In addition, the citizen will need to provide four photographs that meet the requirements for issuing a civil passport, and a receipt for payment of the state fee for issuing a new document.

It should be remembered that although the total fee for issuing a Russian passport is 200 rubles, if it is lost or otherwise lost, the amount of the fee will be increased: in this case, the citizen will need to pay 500 rubles to obtain a new document.
