Registration of a passport is not particularly difficult. To receive this service, you need to go to the territorial subdivision of the FMS of Russia at the place of residence or stay and provide the necessary set of documents and a receipt for payment of the state duty.
It is necessary

Instructions
Step 1
Before you start filling out an application for a passport, take a copy of your work book at work. She will help you complete the section on your work experience over the past 10 years.
This is usually the most difficult. The main points: there should be no redundancies, and if there is a break in work experience, write “temporarily did not work” in the column about the position held, and indicate your home address as the address of the organization. If there is not enough space in the questionnaire for all labor activity, you will have to fill one more (also in duplicate), where to indicate all the information that does not fit.
Step 2
You can take the questionnaire form on the official website of the FMS of Russia or get its paper version at your FMS branch. Firms specializing in the provision of services for filling out documents for submission to the FMS also have all the necessary forms. The self-taken form of the questionnaire will need to be printed on both sides of one sheet so that none of them looks "upside down".
You can also fill out a questionnaire on the Gosuslugi.ru portal. In this case, you need a digital photo. The questionnaire will be sent to the territorial office of the FMS. You just have to come there with a set of other documents.
Step 3
The completed application form will need to be certified at the place of work with the signature of the official and the seal of the organization. Usually, the FMS requires the signature of the head of the organization or its personnel department. A simple HR inspector visa is not good.
Alternatively, along with the application form, provide an extract from the work book certified by the employer or notary or, if you are not currently working, its original.
Step 4
You can find out the details for paying the state duty in your territorial department of the FMS, on the website of the regional department of this department or from consultants of Sberbank. The receipt - fill in by hand, taking the form from the operators in the department, or find it on the Internet, enter the necessary information on a computer and print it, and then make a payment through Sberbank.
Step 5
You will need two photos for your passport. It is better to clarify the requirements for them in the FMS department. They are also formulated on the Gosuslugi.ru portal in the corresponding section.
Whether to stick a photo on the questionnaire yourself, or the FMS employees will do it, check with the territorial division.
Step 6
Men of conscription age (from 18 to 27 years old not including) will need a mark on their military card about the passage of military service or a paper from the military registration and enlistment office that it has no complaints about evading military service.
And for soldiers and officers - the permission of the command to travel abroad, drawn up in the proper manner.
Step 7
If you have an old passport in your hands, the validity of which has not yet expired, include it in the package of documents.
When submitting documents at the place of registration, the passport must be ready in a month, for temporary registration - in 4 months.
