Stateless persons and foreigners have the right to apply for citizenship in a simplified manner (but at least one of their parents must be a citizen of the Russian Federation residing in the country). This category also includes persons who possessed the citizenship of the USSR, reside or have resided in the territory of the former republics of the Soviet Union.

Obtaining Russian citizenship is also provided for persons who graduated from higher or secondary specialized institutions of the Russian Federation. However, there is a condition according to which these persons must be citizens of the states that were part of the USSR, and at the same time received their education later than July 1, 2002.
