The issuance of new documents with a change of name is carried out by the civil registration authority (ZAGS). The new name is also replaced in the passport and in all other documents of the person.

Instructions
Step 1
Contact the district registry office at the place of your registration. Write a name change application. Indicate in the application the exact spelling of the name, excluding the replacement with its full version.
Step 2
Pay the state fee for making a name change record and issuing a new birth certificate. Requisites are issued by the registry office employees. In a few days, pick up the completed birth certificate with your new name. Also, the registry office will write you a certificate of name change. This document will be required at the passport and visa service.
Step 3
Come to the local department of the FMS at the place of registration. Here also take the details for paying the state duty for the issuance of a new passport. Take passport photos. Take the received documents, a receipt for the paid fee and your new photos to the FMS. A passport with a new name will be ready no later than 10 days.
