Until the age of 14, the identity of a person is certified only by a certificate of his birth, and citizenship of the Russian Federation is an insert in it or a corresponding stamp on the reverse side affixed in the Federal Migration Service. An application for a passport, along with photographs and a receipt for payment of the state duty, must be submitted within 30 days after the birthday, otherwise the citizen will be fined. In the absence of a previous document to be replaced, a birth certificate is presented.

Upon reaching the age of 20, a citizen must, within 30 days, apply to the FMS authorities and provide them with an old passport. Without it, the replacement will be framed as a loss, which will entail additional monetary penalties. For Moscow and St. Petersburg, the fine is set in the amount of 3 to 5 thousand rubles, for other territories - from 2 to 3 thousand rubles. The only exception is military service.

Unlike obtaining a passport at the age of 14, at the age of 20, every male citizen must have an assigned certificate or a military ID issued by a department of military commissariats. Evasion of military duty can cause difficulties when contacting the FMS. In the presence of children, their birth certificates are provided, and in case of an officially formalized relationship with their mother, a marriage certificate. The employee of the migration service, upon accepting the required package of documents, issues a temporary identity card, and also sets the date when you can receive a ready-made passport. This is 10 days if you are at the place of your registration and 2 months - in another territory.

45 years is the last age milestone, upon reaching which an unlimited passport is issued. The old one, into which a photograph was pasted at 20 years old, becomes invalid. The required package of documents and the terms of issue are the same as in the previous case. It should be borne in mind that an application in the form 1-P received at the FMS department can be written both by hand and in a typewritten way, therefore, the requirement for mandatory payment for the services of its employee who fills out the application is illegal.
