The rules for conscription are the same for both autumn and spring conscription. The organization of the event is carried out in accordance with Article 26 of the Federal Law "On conscription and military service". And from Articles 22 and 23 you can find out who is fit for the service and who is not.

Step 1
According to the already mentioned article 26, the organization of the call, including the spring one, is organized in a special way, that is, it consists of several stages. Citizens who are not in reserve must first appear for a medical examination, and then at a meeting of the draft board. In addition, the call includes attendance at the time and place indicated in the summons to be sent to the place of future service. The entire conscription is organized by the military commissariats through their structural divisions, and is already carried out by the conscription commissions. They are created in urban districts, municipal districts and in the inner-city territories of federal cities.
Step 2
For all events related to conscription, a citizen is summoned by a summons from the military commissariat. The document itself is obtained only against receipt. An employee of the commissariat at the place of either registration of a citizen or study (work) gives the summons. The subpoenas always indicate the possible legal consequences of failure to comply with the requirements set out in them. If a citizen does not appear at events related to military conscription, without having good reason, then he will be considered to be evading military service. For this, he is held accountable in accordance with the laws of the Russian Federation.
Step 3
Only those persons who are recognized as partially fit or completely unfit for health reasons can be exempted from conscription; also those who are undergoing or have already completed military service in the Russian Federation or any other state. This also includes citizens who have completed alternative civilian service. A complete list of those who are eligible for exemption from conscription can be found in article 23.
Step 4
A conscript may also be granted a deferment if he is recognized as temporarily unfit for military service (for up to a year for health reasons), is engaged in the constant care of his wife, one of his parents, brothers, sisters, grandfathers or grandmothers. Moreover, there should be no other persons obliged to contain these citizens. The postponement also applies in the case of guardianship or custody of a minor sister / brother. If a citizen has a disabled child under the age of three; two or more children; has a child, but brings him up without a mother, which means that he, too, has the right to expect to receive a reprieve from service.
