Registration or removal from registration according to the legislation in the Russian Federation is not associated with the absence of such a document as a house book among citizens. That is, the statement in the passport office from the address of permanent or temporary registration should not be influenced by the fact that the house book is not in the hands of a citizen.

Step 1
The house book as a document is necessary for the owner of the home in order to record in it the actual residence and registration of people who have registered in the housing from the very beginning of its construction. In municipal housing, the house book is drawn up by the administration that owns the building. In this case, it is kept by the person responsible for the maintenance of the given dwelling. If there is no need to establish a house book (registration is not required in a building for persons living in it), a so-called household book is started up for housing. The organization that owns the housing is obliged, at the request of the tenant of the house, to issue him extracts of records from this book.
Step 2
The very fact of being discharged from the previous place occurs automatically when a person registers at a new place. Today this is a generally accepted procedure in our country. And it is no longer required to sign out from one place, filling out the departure sheets, application forms for an extract. The FMS officers send the new registration data to the previous address where the person was registered. As soon as such data are sent by mail to the department of the FMS where the person was registered, he is automatically discharged.
Step 3
The fact that a person is discharged from a certain place of residence must be recorded by the owners of the housing in their house book. Entries in the house book are reflected in the monthly payment of utility bills in the direction of their increase or decrease. Depending on whether a citizen has registered or signed out from the address to which the house book is assigned.
Step 4
In order for a citizen who does not have a house book in his hands to be able to check out from a certain place of residence, he needs to have a passport or other document proving his identity. If you plan to register for a new address on the same day with an extract, a statement is drawn up on the official letterhead of the FMS authorities that the citizen asks to register him at a new address.
Step 5
At the same time, the FMS authorities will carry out the procedure for removing a citizen from the register at the previous place of registration. This procedure is called “on demand”. The passport officer will accept from the citizen a completed application for registering him, an identity document, and within the agreed period will issue him a passport, which will contain marks on the person's removal from registration and his registration at the new place of residence.
