It is necessary

To obtain a passport for temporary registration, apply to the local branch of the Federal Migration Service at the place of your registration:

For men of draft age (from 18 to 27 years old), you will also need a military ID or a certificate from the district military registration and enlistment office stating that they are not subject to conscription.
