The lack of a permanent residence permit is not an obstacle to obtaining a passport. People who do not have a permanent residence permit (registration) can receive one of the basic documents for traveling abroad at the place of temporary residence.
It is necessary
- - a copy of the passport of a citizen of the Russian Federation;
- - military ID or a certificate from the military registration and enlistment office (for men from 18 to 27 years old);
- - for men of military age who did not serve, a certificate from the military registration and enlistment office about the inability to serve in the army for health reasons;
- - a questionnaire at the place of work or study;
- - 4 photos.
Instructions
Step 1
To obtain a passport for temporary registration, apply to the local branch of the Federal Migration Service at the place of your registration:
- a copy of your civil passport;
- a copy of the work book;
- 4 photos;
- old passport (if any);
- a questionnaire at the place of work or study in duplicate.
Step 2
For men of draft age (from 18 to 27 years old), you will also need a military ID or a certificate from the district military registration and enlistment office stating that they are not subject to conscription. If you were convicted, were under investigation or served a sentence in places of deprivation of liberty, also present a court verdict, a certificate of release or a certificate of termination of the criminal case. The exact list of documents can be found in the local department of the Federal Migration Service.
Step 3
Difficulties with obtaining a passport are possible in the absence of the necessary certificates and documents, undeclared second citizenship, access to classified information. To eliminate these obstacles, write petitions to the Ministry of Foreign Affairs and the Federal Migration Service.
Step 4
Usually, a passport for citizens with a temporary residence permit is issued within 4 months after the submission of all documents. In the absence of some documents and information, there may be a delay for a longer period. You can simplify the process of obtaining a passport by contacting intermediary firms that specialize in the design of passports.
Step 5
If you do not have either permanent or temporary registration at all, you still have the right to obtain a passport with the FMS at the place of your actual residence. The processing time, as in the case of temporary registration, will be 4 months. If ordinary employees refuse to complete the documents, contact the head of the territorial department of the FMS at the place of your temporary registration or actual residence.
