A temporary identity card can be issued to a person for the period of issuing a new passport of a citizen of the Russian Federation in the event that the passport is lost or stolen.

Instructions
Step 1
You need a temporary document that replaces your passport in order to perform activities for which an identity document is required. The certificate is issued at your request by an employee of the department responsible for accepting documents in accordance with clause 41 of the Order of the FMS of Russia dated December 7, 2009 No. 339. The temporary certificate is issued in the form No. 2P (Appendix No. 2 to the Administrative Regulations) and is registered in the register of temporary certificates a citizen of the Russian Federation in the form No. 3P (Appendix No. 3 to the Administrative Regulations). Temporary ID is a document of limited validity. Issued for one month, if necessary, extended for the same period by an authorized official.
Step 2
To obtain a temporary certificate, you need to provide two photographs of 35x45 mm, a birth certificate and an application requesting the issuance of a temporary certificate to you.
Step 3
When writing an application, fill in the following information about yourself: full name of the citizen, date of birth, place of birth, personal signature, address of the place of residence (place of stay). The temporary certificate must contain information: who issued the certificate and an indication of the reason for issuance, the validity period of the document is also indicated, the signature of the head of the department is put, seals must be put.
Step 4
Due to the fact that the temporary identity card is not difficult to forge, during the inspection of documents, police officers can detain you and take you to the police station to check the authenticity of the temporary identity. To avoid this unpleasant situation, try to always have other documents with you, which also have your photo - a student card, pension card, service certificate or driver's license.
Step 5
You will need a temporary ID if you need to recover lost or stolen documents. This certificate will allow you to receive money transfers by mail.
