Every year from the beginning of April to the end of June and from the beginning of October to December 31, citizens who have reached the age of 18 are called up for military service. Young men who have been recognized fit for military service for health reasons are obliged to repay the debt to the Fatherland.
The conclusion on the state of health of the conscript is given by a commission from a medical institution, with which the Ministry of Defense of the Russian Federation has concluded an agreement for a medical commission.
The conscription commission decides on the suitability for military service (Federal Law No. 104-F3). In accordance with the law, the conscription commission includes: a chairman elected from members of the local administration, a deputy chairman - an official from the military commissariat, a secretary, a doctor in charge of medical examination of conscripts, a representative of the district police department, a representative from the district education department, a specialist from employment services, head of the department for the selection of personnel for the civil service.
The conscription commission is charged with organizing the examination of conscripts and deciding on conscription for military service, exemption from conscription. Based on the decision, the conscript can be sent to alternative civilian service, granted an adjournment or enrolled in the reserve.
If, on the basis of a medical report, the commission has made a decision on conscription, the type and type of troops of the ARF is immediately determined.
The chairman of the draft board is obliged to announce the decision to the conscript and issue a photocopy of the official decision. If the conscript does not agree with the medical examination, he has the right to undergo a medical examination in any institution that has a state license and to submit the opinion of independent doctors. On this basis, the conscription commission is obliged to send the conscript for a more detailed re-examination and only after that make a final decision on conscription, postponement, release or enrollment in the civil service.
