Participation in elections as an observer can be one of the ways to fight to build a civil society. The results of the counting of votes at the precinct and the legality of the voting procedure will largely depend on your activity and integrity in this role.

Step 1
If you decide to become an election observer, read Chapter IV of the "Federal Law on Elections." Thus, if you are 18 years of age or older, and you are not included in the list of persons listed in paragraph 2 of this section, you have the right to become an observer.
Step 2
Referral to the polling station as an observer in the presidential election is issued by a registered presidential candidate or the party that nominated the candidate. In the elections to the State Duma, observers are sent by associations that apply for seats in parliament. If you have a familiar candidate, you can contact him directly. Otherwise, find a local branch of a party whose political program suits you. You do not need to join to become an observer.
Step 3
The coordinates of regional offices are usually posted on the main party websites. On the website of the RDP "Yabloko" there is an opportunity to immediately get a referral to the site, which you yourself will name. Anyone can take an online training for observers and receive instructions on how to act in difficult circumstances.
Step 4
Contact your regional office and find out how to find a party representative in your locality. You will need to present your passport to receive a referral. If you live in a large enough city with multiple polling stations, you can ask to be directed to the one closest to your home.
Step 5
If you are ready to take a principled position, it is possible that you will have to stay at the polling station until late at night in the event of a conflict with the election commission. Arrange with friends and family so that they take the direction to the same site as observers from other parties. Together, you can do much more.
Step 6
The media also have the right to send observers. You can contact local newspapers for referrals. Try to find out how much the editorial board is ready to support you if you choose to confront election irregularities.
