Step 1
In case of loss of the award, it is necessary to write a statement with a request to issue a duplicate of the lost awards addressed to the head of the city administration at the place of residence of the recipient. If there are documents confirming the award, for example, certificates from the archives, certificates for awards, copies of them must be attached to the application. Based on the application, the head of the city will apply to the Office of the President of the Russian Federation for State Awards for a duplicate.
Step 2
The application must indicate a valid reason for the loss of awards. Good reasons are: loss of awards in a combat situation as a result of natural disasters. In cases of theft of state awards, it is necessary to provide a certificate from the internal affairs bodies that the recipient has applied to the police on the fact of theft of awards. Other cases when there was no objective possibility of the preservation of awards can also be recognized as good reasons for losing awards.
Step 3
Restoration of awards is carried out in cases of rehabilitation of the recipient or on the basis of the loss of public danger of the act committed by the recipient. Duplicates of documents for state awards are issued by the Office of the President of the Russian Federation for personnel issues and state awards. Duplicates of certificates of conferring the title of Hero of the Russian Federation are not issued.
Step 4
In relation to the awarded citizens who were subjected to unjustified repressions in the period of the 30-40s and the beginning of the 50s and were posthumously rehabilitated, their awards can be issued to their close relatives (spouses, children) on the basis of an application. The awards are given solely for the purpose of preserving and maintaining the memory of deceased relatives, without the right to wear.
Step 5
The conferment of the title of Hero of the Russian Federation, awarding with an order or medal can be made posthumously. In such cases, awards and documents to them are transferred to close relatives. The restoration of departmental awards is carried out in accordance with the internal regulations of these organizations
