But how can we help those citizens who, in their declining years, can no longer maintain their life in proper condition and at the same time do not want to burden those around them. What if public nursing homes are either closed or overcrowded? The way out is to open a boarding house for the elderly on a commercial basis.

Step 1

Register a legal entity with the tax authorities. Get your registration certificate and statistics codes (85.32). Register the seal with the Moscow Registration Chamber. In addition, you will also need a license to provide medical services, which you can obtain from the Department of Health only if you or your employees have the appropriate education.

Step 2

Agree with the Department of Social Protection of the Population and the Pension Fund on all requirements for organizations of this kind. Usually these are questions of the need in your region for places in such institutions and questions of transferring the pension of your wards to your account (if you are not going to organize a nursing home for parents of wealthy citizens).

Step 3

Buy or rent an empty house or an abandoned camp (recreation center), but before that, be sure to check where their real owner is. It is important that the estimated number of nursing home beds matches what you declared with the Department of Human Services. In addition, it will depend on how many staff and non-staff units of service personnel you need. Register the purchase and sale transaction or lease agreement and the acceptance certificate with the Federal Registration Service and tax authorities.

With each applicant for a position in a boarding house (maids, doctors, nurses, cooks, technical staff), be sure to conduct a personal interview to find out what kind of person is in front of you. Therefore, you should carefully study the documents of newly arrived applicants.

Step 5

Redesign the space so that no more than 2 people live in each senior room. The boarding house should also have a common room for leisure activities, sports and dancing (something like a symbiosis of an assembly and a training hall). The dining room should be designed in such a way that three to four meals a day can be freely organized throughout the day without queuing to the seats. If you can afford it, place it on TV in every room (or at least on every floor). A refrigerator should be in every room anyway. Do not set up a branch of a hospital or penitentiary from your home: let your guests meet with their relatives in their rooms, and not in the guest room.

Since living in a commercial boarding house is not cheap for the elderly, you should advertise the opening of a new establishment of this type in more or less reputable magazines and newspapers. Although, if you plan to open an almost free boarding house on your own, then it makes sense to advertise in mass media, as well as on the Internet.

Step 8

In order for elderly citizens to be able to settle in your boarding house, you need to conclude an agreement with them (or their relatives under whose care they are) and receive the following documents:

- application;

- passport, SNILS, TIN;

- a certificate of disability and a certified copy of the rehabilitation program (if any);

- a certified copy of a medical insurance policy, a certified copy of a medical record, a medical examination;

- a certificate of the amount of pension contributions for the last month. The applicant must sign the documents:

- act of material and household survey of the premises of the nursing home;

- internal regulations and the procedure for admission, maintenance and discharge from a nursing home.
