It is interesting that in the Russian legislation there is no such concept as "identity card". However, a list of documents established by the main regulatory acts that can be presented in the absence of a passport, the main certification document for citizens of the Russian Federation, is presented.

Step 1
Due to the lack of a single statutory list of identity documents, some organizations may be content with various alternative options for replacing passports, depending on the goals pursued (participation in elections, conclusion of agreements with a bank, employer, telecom operator, purchase of alcoholic beverages, entry and exit from the country, etc. etc.).
Step 2
The following are universal identity documents that are accepted along with the passport of a citizen of the Russian Federation. A properly issued USSR passport, a seaman's identity card (until 2014 - seaman's passport), issued to seamen and cadets of foreign voyages and valid for 5 years. A serviceman's certificate issued to the current officers of the Russian army, warrant officers and warrant officers.
Step 3
It certifies the identity of a citizen and a military ID issued to conscripts or contract soldiers, including sailors, cadets, sergeants, and foremen. The last two documents are not valid for the military in reserve.
Step 4
A temporary certificate (form No. 2-P), issued for the period of renewal of a permanent passport, and valid until the period indicated in it, will also confirm the installation data of the person who presented it. The official certificate of an employee of the prosecutor's office, a birth certificate of a child with all the necessary information, registration number and the institution that issued it are also identity cards, but have a limited "shelf life". So, the certificate - until the date of the end of the contract, and the certificate - until the child reaches the age of 14.
Step 5
If you add a foreigner's passport, refugee certificate, residence permit, temporary residence permit to the above documents, a list of documents will be formed that are sufficient to confirm the age of majority of a person who wants to buy, for example, alcoholic beverages.
Step 6
The following documents give the bearer the right to take part in the referendum even in the absence of a passport: a document issued to Russian citizens permanently residing abroad to verify their identity when crossing the Russian border, a certificate issued to persons detained on suspicion or charges of committing a crime.
Step 7
Identity documents should not be confused with documents certifying the status of the owner. The latter include: international passport, student and "student's book", work record book and various certificates (lawyer, veteran, police officer, Ministry of Emergency Situations, FSB, tax inspector, civil servant, disabled person, donor, etc.). Their presentation does not give the right to perform legal transactions.
