In military units, in the bodies of the Ministry of Internal Affairs, the rules for accounting for weapons and ammunition are clearly regulated. According to the instructions, the leadership must monitor and control the safety of weapons, ensure their legal use and high-quality technical condition, and monitor the location of weapons on a daily basis.
Store like the apple of your eye
A number of employees are issued personal service weapons for work. Its storage, use, application is also strictly regulated by special instructions, which the employee must strictly follow. The accounting and control functions of service weapons and ammunition are assigned to accounting specialists and subunit weapons specialists. They record all movements of the service weapon in special books, magazines, invoices, statements and other documents that are considered objects of secret office work. They are kept in sealed safes or closets. Weapons and ammunition that are issued to operatives for performing operations or for long-term carrying are recorded in a separate column in the documents. The issuance and acceptance of service weapons is carried out by the operational duty officer, who, after the end of the operation, verifies the number of the weapon with the registered one and keeps records of the spent ammunition.
If a service weapon is assigned to an employee for a long time, this is reflected in a special order of the heads of a military unit or an internal affairs body, while they must check the safety of the weapon at the employee's place of residence. He bears personal responsibility for the serviceability, staffing, inviolability and safety of service weapons. And at home, it should be kept in special safes or metal boxes.
If there is no need to use a weapon issued for permanent carrying, as well as when leaving on vacation, it must be deposited with the duty unit of the internal affairs body, institution, unit that stores and records it in the prescribed manner. Employees are strictly prohibited from using service weapons during off-duty hours.
Weapons are serious and dangerous
Such strict rules applied to the accounting and use of service weapons are explained by the fact that weapons are a serious and dangerous thing. In real practice, it is not uncommon for an employee to admit the loss of his personal service weapon. This often happens when performing operational tasks, in emergency situations. It happens that an employee loses his service weapon due to personal oversight. Each such case becomes the subject of a special official investigation, in which the circumstances of the loss of a service weapon are carefully clarified. If this happened under operational circumstances or when attacked by criminals, or through negligence, then the offending employee is subject to administrative measures and disciplinary sanctions. This is an announcement of a reprimand or a reprimand with entry into a personal file with a demotion, etc.
It happens that the declaration of full or incomplete job compliance and dismissal for this reason apply. In the event that a personal service weapon "lights up" when a crime is committed, or it turns out that an employee sold his weapon and had connections with the criminal world, he is already criminally liable with the imposition of an appropriate punishment.
