Step 1

Actually, a rally is a massive presence of people in a designated place to express an opinion on certain problems of a socio-political nature. Any individual who has reached the age of 16, a political party, a religious organization, etc. can organize a rally. Only incapacitated or partially capable persons, convicted persons held in places of confinement, organizations and parties whose activities are suspended or prohibited are not entitled to organize rallies.

Step 2

In order to hold a rally, its organizer must, no earlier than 15 days and no later than 10 days before the rally, submit a notification of the upcoming rally to the local government or to the executive body of the constituent entity of the Russian Federation. This notification must indicate the purpose of the rally, the place of the rally, the time, the approximate number of participants, the means of ensuring security at the rally, etc. The specified body may propose to change the place or time of the rally. No later than three days before the meeting, the organizer must inform the executive authority or local government about the acceptance or rejection of this proposal. The organizer of the rally is obliged to ensure that it is held under the conditions agreed with the authorities, and also to ensure its legality.

Step 3

It is worth remembering that rallies are prohibited in some places. It:

1. territories adjacent to hazardous production facilities;

2. railways, power lines, overpasses;

3. territories adjacent to courts, places of serving sentences in the form of imprisonment, residences of the President of the Russian Federation;

4. border zones.

Rallies cannot start earlier than 7 am and end later than 11 pm.

Step 4

From the moment of filing a notice of a rally, its organizer has the right to start public campaigning. Campaigning can be carried out in any form not prohibited by law (distribution of leaflets, oral appeals, etc.).

Step 5

The scheme for preparing and holding a rally is as follows:

1. 15 days before the rally, a notification about its holding is submitted to the appropriate authority.

2. Campaigning begins.

3. Within 3 days after receiving the notification, the authorities shall submit and agree on proposals to change the conditions of the rally.

4. Not later than 3 days before the meeting, the conditions are finally agreed.

5. A meeting is held.
