The law allows a citizen of the Russian Federation to apply in writing to any state structure and personally to its head. Requirements for letters are the same as for any appeal to any authority. According to the Federal Law "On the Procedure for Considering Appeals of Citizens of the Russian Federation", any appeal to a public authority must contain information about where it is addressed. Often all words are written in capital letters, sometimes in bold, but all this is optional. You don't need to center align, but you can. Below, it is desirable to indicate the subject of the letter: whose illegal actions you are complaining about, to which field of activity of the ministry your request or proposal belongs.

Now it's time to move on to the content of the letter. In it, summarize the essence of your message. Write in connection with what you are applying. If we are talking about an incident, tell us what, where, when and with whom happened, what kind of actions taken against you do you consider unlawful, which provisions of the current legislation are violated and what your rights are violated by this, what you offer or what you ask for. It will not be superfluous to emphasize that the law prohibits sending an appeal to the person whose actions are appealed in it. If it is more convenient for you to receive a response not to the registration address, indicate to which one it should be sent.

If you apply through the online reception of the Ministry of Health and Social Development, just open the desired page on the ministry's website and copy the letter there. If you wish, you can send it by mail or take it to the ministry in person. To do this, print the letter, put the date on it and sign it.
