Go to the settlement and information center (or the ERC in some areas) - there must be a phone number for sure. Pay attention to your media problem. There is nothing worse than reprimand. If they write about your problem in the newspapers or talk about it on TV, the response of the housing department is most likely guaranteed. Also, the easiest way to find your municipal administration is to go to the official portal of the city, call the free local help desk, or contact the unified dispatching system of the housing and communal services in your city.
