The restructuring of the planned economy and its transfer to market principles were carried out in difficult conditions. When the Great Country of the USSR ceased to exist in 1991, there were no instructions or manuals for organizing the new system. Yes, the group of reformers had the experience of European countries and the United States at their disposal. A group of people, whose names are heard today, underwent training and internship in various educational institutions at home and abroad. Among them was Sergei Konstantinovich Dubinin. It should be noted that by this time he already had a doctorate in economics.

Until a certain point, Dubinin's biography does not contain any compromising data. The future Chairman of the Central Bank of the Russian Federation was born on December 10, 1950 in a family of Moscow intellectuals. The father worked for many years in the party organs and by the time of the birth of his second son was engaged in journalism. Mother had a pedagogical education and worked in her specialty. The boy grew up in a healthy atmosphere. He led a healthy lifestyle. He ate well. Studied well at school with advanced study of English. He was actively involved in physical education and sports.

In 1968, having received a certificate of maturity, Sergei entered the economics department of Moscow State University. At that time, some young people were studying at Moscow State University, who were very dissatisfied with the Soviet regime. Among them are Sergey Aleksashenko, Petr Aven, Alexander Shokhin. They were the ones who carried out reforms in the country and today they are the envy of young people who cannot find work after school. Despite the "refined" social circle, Dubinin "bent his own line" and actively worked in the Komsomol. Moreover, he joined the party a year before graduation. In those days, it was impossible to make a decent career without a party card.

Having received his diploma in 1973, Sergei Dubinin immediately enters graduate school. At that time, a large-scale energy crisis broke out in the United States. On Soviet television, they showed kilometer-long queues at gas stations. It seemed that the "world of cash" was about to collapse. However, the capitalist system survived. Postgraduate student Dubinin closely followed the events. In his Ph. D. thesis, he uncovered lending to agricultural enterprises in the United States of America. I even visited there several times with the aim of a deeper study of the topic. He liked the overseas country.

In government service

Today there is every reason to say that Sergei Konstantinovich Dubinin has achieved impressive results in science. Working at the Department of Economics of Foreign Countries of his native Moscow State University, he defended his doctoral dissertation. And the topic was again chosen with a delicate calculation - budgetary regulation of the economy of the capitalist countries. With his work, already a seasoned economist made an important contribution to the basis of the future strategy, which will be carried out by the Central Bank of the Russian Federation in the 90s. The work of Dr. Dubinin was highly appreciated and invited to cooperate in a group of experts in the office of the General Secretary of the CPSU Mikhail Gorbachev.

When the notorious August 1991 putsch died down, Dubinin was not left without a post. When forming the government of the renewed Russia, he was asked to deal with the problems of economic cooperation with the CIS countries. The topic of cooperation at that time did not inspire confidence in the former republics of the Soviet Union. After a short period of time, an expert on the economics of capitalist countries moved to the Ministry of Finance. For some time he even served as minister.

In October 1994, events took place on the financial market, which were called "Black Tuesday". Dubinin was "asked" from the government and he joined the structure of the Gazprom corporation. Meanwhile, events were taking place in the country that were poorly amenable to government control. The Doctor of Economics was good at managing the activities of the Imperial commercial bank, which specialized in servicing Gazprom. Given this circumstance, in the fall of 1995, Serega Dubinin was invited to the post of Chairman of the Central Bank of the Russian Federation.

For what purpose Sergei Konstantinovich Dubinin returned to public service, no one, not even himself, can really explain. Although several times, being already at a distance from a high position, he explained that he wanted to build a banking system immune to inflation. Be that as it may, there have been some improvements in the activities of the Central Bank. However, the lack of a general concept for the country's development did not allow the creation of clear regulations that were binding on all market participants.

Life after default

At the end of the summer of 1998, the so-called default occurred in the Russian Federation. In other words, the country's government was unable to pay its obligations and debts. Of course, the "merit" of the Central Bank was also present in this. As a result of the events, Dubinin was dismissed from office. He didn't really care. I just returned to work at Gazprom.

The personal life of Sergei Dubinin is stable, unchanged and is not subject to inflation. Husband and wife have known each other since their student days. In marriage, two sons were born and raised. The head of the family is fond of swimming. During leisure hours he tries to visit museums and exhibitions of paintings. Very well versed in painting.
