Oksana Fadina was born in the village of Bolsherechye, Omsk Region on July 3, 1976. Oksana Nikolaevna's maiden name is Khlebkova. Her parents were employees. In 1993, the girl graduated from high school with a silver medal, after which she entered the Omsk Agrarian University, choosing the specialty "accounting".
Oksana Nikolaevna graduated from the university with honors in 1998. In 2004, Fadina completed her postgraduate studies. She defended her dissertation in 2005 at the Yaroslavl Agricultural Academy. The topic of her scientific work was related to the creation of an information and consulting center of the agro-industrial complex at the local level.
