According to the current Constitution, the parliament in our country is the Federal Assembly. It is both a representative and a legislative body. It consists of two separate chambers - the State Duma and the Federation Council.

Step 1

The upper house of the Federal Assembly is the Federation Council. Its powers are defined by Article 102 of the Constitution of the Russian Federation. He is in charge of questions about the borders between regions, the introduction of martial law and a state of emergency in the country, the use of the army outside the borders of Russia. The competence of the Federation Council is also the appointment of judges of the Constitutional and Supreme Courts, the Prosecutor General of the Russian Federation and his deputies, the Deputy Chairman of the Accounts Chamber and part of its auditors. The Federation Council appoints the election of the President of the Russian Federation, and can also consider the issue of his removal from office.

The Federation Council is the chamber of regions of the Russian Federation. According to the Constitution, it includes two people from each region of the country. One represents the executive body of the federal subject, the other represents a representative body. The procedure for forming the Federation Council has changed several times. Currently, it is determined by the Federal Law, which entered into force in December 2012.

Step 3

The State Duma is considered the lower house of the Federal Assembly. Its competence is defined in article 103 of the Constitution of the Russian Federation. According to this article, the State Duma agrees to the President of the Russian Federation to appoint the Prime Minister of the country or refuses to do so. Hears the report of the Government of the Russian Federation and may consider the issue of confidence in it. The State Duma appoints and dismisses the Commissioner for Human Rights, the Chairmen of the Central Bank and the Accounts Chamber and half of the latter. The State Duma announces amnesty in the country. In addition, this body can put forward a vote of no confidence against the President of the Russian Federation to remove him from office.

Step 4

The State Duma is formed by elections. From 2007 to 2011, the election of deputies was carried out according to party lists. According to a new law that came into force in February 2014, members of the State Duma of subsequent convocations will be elected according to a mixed system. That is, 225 deputies or half of the payroll will be elected by party lists, and the other half by single-mandate constituencies.

Step 5

The prerogative of the Federal Assembly is to pass laws. Draft laws are submitted to the State Duma. Laws approved by the State Duma are sent to the Federation Council for consideration, which can either approve or reject it. If the Federation Council rejects the law, both chambers have the right to create a conciliation commission to overcome the differences that have arisen.
