Liquidation of RIA Novosti media holding
On December 9, 2013, Russian President Vladimir Putin signed a decree "On some measures to improve the efficiency of the state media." According to the text of the decree, the RIA Novosti agency was liquidated, the rights of the founder and property rights were transferred to the International News Agency "Russia Today". Dmitry Kiselev has been appointed General Director of the new structure. The same decree liquidated the Russian state radio broadcasting company "Voice of Russia", the property of the company also passed to "Russia Today".
The main activity of the federal "Russia Today", according to the decree, is the coverage of the state policy of the Russian Federation and public life in Russia for a foreign audience. The key leader of the created agency is the general director, who is appointed and dismissed by the President of the Russian Federation.
The head of the Kremlin administration, Sergei Ivanov, explaining the purpose of the reorganization, said that the creation of the Rossiya Segodnya MIA is aimed at solving two problems - rational use of budget funds and increasing the efficiency of state media. As Ivanov emphasized in his conversation with journalists, “Russia is pursuing an independent policy, firmly defending its national interests; it is not easy to explain this to the world, but it can and should be done."
Dmitry Kiselev, General Director of Rossiya Segodnya, commenting on the creation of the agency and his appointment, outlined the goal of the new structure - to restore a fair attitude towards Russia. "Restoring a just attitude towards Russia as an important country in the world with good intentions is the mission of the new structure, which I have to lead."
The liquidation of RIA Novosti and the creation of Rossiya Segodnya caused widespread discussion in the media. So, commenting on the decree, the journalists noted that against the background of the reduction in state investment in RIA Novosti in recent years, other state information assets - ITAR-TASS, federal TV channels (Channel One, VGTRK, NTV, Russia Today), no decrease in state support felt.
The effectiveness of RIA Novosti was also widely discussed. As Radio Svoboda noted, “… of all the news agencies of the Big Three, RIA Novosti looked the most modern, or at least trying to be. While ITAR-TASS continued to delight subscribers with sketches from the life of the decaying West in the style of the 70s that appeared on the tape, and Interfax remained only a supplier of operational news for other media without any attempts to become such, in RIA Novosti “the department of modern media technologies and infographics was actively developing”. As a separate subsidiary project, the Agency for Legal and Judicial Information successfully existed, which in recent years has conducted live text and video broadcasts of all significant trials - from the Pussy Riot case to the Kirovles and Alexei Navalny case.
On December 16, 2013, the liquidation commission led by Dmitry Kiselyov appointed Irakli Gachechiladze to the post of editor-in-chief of the abolished structure, who at the same time served as deputy editor-in-chief of the Russia Today TV channel Margarita Simonyan.
On December 31, 2013, Dmitry Kiselev announced his decision to appoint Margarita Simonyan as editor-in-chief of Russia Today. At the same time, she retains her position at RT.
On March 6, 2014, the editor-in-chief of RIA Novosti, Irakli Gachechiladze, announced the end of the transition period - according to him, the agency is ready to be transformed into MIA Rossiya Segodnya, the work on the staffing table is almost complete and people are being transferred. Earlier, the online edition Slon.ru reported that according to a letter he had sent to the agency's correspondents by the head of the agency's corset Andrei Piskunov, out of 150 RIA Novosti correspondents in the regions, only 20 people will continue to work for the new agency, out of 69 regional points only nineteen.
On March 21, 2014, the editor-in-chief of Rossiya Segodnya, Margarita Simonyan, announced that after the liquidation of RIA Novosti, the economic information agency PRIME will become a division of ITAR-TASS, and RAPSI will acquire the status of an autonomous non-profit organization that will independently seek funding.
