The right of citizens of the Russian Federation to apply with applications both to state bodies and at the place of residence, to local self-government bodies is enshrined in the Constitution of the Russian Federation. The implementation of this right and the legal aspects associated with this procedure are regulated by the Federal Law dated 02.05.2006 No. 59-F3 "On the Procedure for Considering Applications of Citizens of the Russian Federation".

Step 1
In order for your appeal or complaint to take the form of a document, they must be submitted in writing and sent by registered mail with notification. A notice is a document confirming that the addressee has received your complaint. The notice must include the date your letter was served. This date is the beginning of the countdown of the period established by law for studying the facts and preparing a response. Be sure to save the notification.
Step 2
Check on the Internet or by phone, the exact postal address of the administration, as well as the name, patronymic and surname of the head of the administration of your municipality. If you want to submit your complaint in writing in person, ask in which office the citizens' appeals are received and at what hours you can go there.
Step 3
In the address part of the complaint, which is filled in in the upper right corner of the sheet, write the name of the local government, position, initials and surname of the official. If you don’t know any of these details, it’s not scary - it’s even enough that only one thing is mentioned: the name of the local government body or position. In addition, you should definitely write your real last name, first name, patronymic. Indicate the real address to which a response to your complaint should be sent to you. At the same address you will receive a return receipt by mail.
Step 4
State the essence of your complaint, indicating the exact place, date and time at which the event that caused your outrage occurred. If possible, indicate the names and titles of the actors. If you know which law or regulation was violated in doing so, please refer to it.
Step 5
At the end of the appeal, put the current date and your signature, give its decryption. Fold a piece of paper, put it in an envelope, on which write the postal address of the administration. Go to the post office and fill out the letter as "registered with notification". By law, you must receive a response within one month after the letter was delivered to the addressee.
