Contact the branch of the health insurance company, where you can confirm that you live in the city. To do this, you can provide a temporary residence permit, a lease agreement or a statement from the landlord that you are renting an apartment from him. In the latter case, his personal presence is required.

If you do not have Russian citizenship, then the procedure for obtaining a medical policy is the same for you. Either demand it from the employer, who, when drawing up an employment contract, must provide you with a temporary residence permit and compulsory medical insurance, or contact the insurance company. True, this can only be done by those foreign citizens who permanently reside in the Russian Federation and have a residence permit.
