For this, there is a procedure established by the state. You can renounce Russian citizenship by confirming the absence of tax debts and other obligations to the country.

Step 1
According to the law on citizenship of the Russian Federation, any person residing in the territory of the Russian Federation can renounce citizenship by voluntary will. An application for renouncing the citizenship of the Russian Federation is not allowed if the citizen has any unfulfilled obligations to the country, is involved in a criminal case, or does not have guarantees of acquiring citizenship in another country.
Step 2
First you need to get a certificate from the tax office. To do this, you must submit an application and copies of identity documents (passport or a replacement document) to the tax authority at the last place of residence in the country.
Step 3
The application is considered within 10 days, and if there are no debts, a corresponding certificate is issued, which is signed by the head of the tax service or his deputy. If a debt is identified, the reason for the refusal is indicated. It will be necessary to pay all debts, and then re-apply, which will be considered again in about 10 days. For people without a fixed residence, the application is considered within the same period.
Step 4
You must remove yourself from the registration at the place of residence and submit a document from the embassy of a foreign state confirming the possibility of obtaining citizenship of the country in case of renunciation of citizenship from the Russian Federation. Also, the embassy must submit a document that confirms the permission of the authorized body of a foreign state to reside in the country.
Step 5
A simplified exit procedure is possible for children, one of whose parents has Russian citizenship, and the other is a foreign citizen. It is necessary to present the child's birth certificate, passport, written consent of the child.
