On July 7, 2012, after heavy rains, several settlements of the Krasnodar Territory were flooded. The city of Krymsk and several villages of the Krymsk region were particularly affected. Houses were flooded and communications destroyed in Novorossiysk and Gelendzhik.
After heavy rains, the water level in mountain rivers and streams increased. For many years, no one has cleaned the channels of these rivers, which is why dams of dry branches, trees and other debris have formed in them. These "dams" have raised the water level significantly. In Krymsk, 22 bridges were built across the Agadum River - pedestrian, rail and road. They also held back the rising water, playing the role of a kind of barricade. Something like a cascade of water-pressure reservoirs was formed. As a result, a wave up to 7 m high hit Krymsk, the village of Nizhnebakansky and the village of Neberdzhaevskaya.
According to official data, 7,200 houses were flooded in the Kuban as a result of flooding, 23 health care facilities were damaged, and 170 people died. About 30,000 people lost their property. In the Crimean region, 700 houses were completely destroyed. In addition, life support systems were destroyed: power lines, gas and water supplies. Railway and road tracks were badly damaged.
Mudflows washed out the sludge maps of oily effluents at the treatment facilities of the Sheskharis oil depot in Novorossiysk. 8 tons of oil products covered the water surface with a film. Environmentalists believe that this is 1/10 of all oil emissions that got into the sea, the rest settled to the bottom. The estimated damage from the spill is about 12 million rubles.
The authorities allocated 4.5 billion rubles to eliminate the consequences of the natural disaster. Most of this money will be used to purchase and repair housing for affected residents. Citizens who have lost their homes can receive monetary compensation for it at the rate of 5,000 rubles per square meter or other housing. The local authorities defined the social norm as follows:
- family of 3 people - 48 sq. m;
- from 2 people - 42 sq. m;
- 1 person - 33 sq. m.
130 million rubles will be spent on the repair of medical institutions, 154 million - for cleaning the channel and deepening the bottom of the Agdaum River. An additional 320 million rubles will be spent on treatment and rehabilitation in sanatoriums and resorts for pregnant women, children, disabled and elderly people affected by the flood.
