At the Naval Academy, he organized the familiarization of students-sailors with the ground forces.

In 1927 he was awarded the title of "teacher of higher military educational institutions of the Red Army in general tactics." Since October 1928 - senior head of the Military Medical Academy of the Red Army (concurrently). Since February 1931 - at the disposal of the Main Directorate of the Red Army. During the OGPU operation "Vesna" he was arrested and from June 1931 to February 1933 was "at the disposal of the OGPU." In February 1933 he was reinstated in the personnel of the Red Army and was appointed head of the operational and tactical disciplines of the water department of the Military Transport Academy of the Red Army. Since 1933 - head of the department of naval disciplines of the same academy. From February 1935 - senior head of the department of naval disciplines of the same academy.

Arrest

Arrested on March 27, 1938. At the protest of the Deputy Chairman of the Supreme Court of the USSR, the plenum of the Supreme Court on November 29, 1938 overturned this verdict and sent the case for further investigation. On the same charges, the Military Collegium on March 7, 1939 sentenced AA Baltiyskiy to be shot. The verdict was carried out on the same day. By the decision of the Military Collegium of June 2, 1956, he was rehabilitated.
