Step 1
First, decide which passport you will be applying for - regular or biometric. Take photos of the teenager. To obtain an old-style international passport, the FMS will need to provide 2 color or black-and-white photographs 35X45 mm, for registration of a biometric document - one. Another, three-dimensional, will be done at the FMS unit when you and your child come there to apply.
Step 2
Pay the state fee for paperwork. As of December 2011, the size of the state duty was: - for the registration of a new passport - 2500 rubles; - for the registration of an old passport - 1000 rubles. Do not be lazy to visit the regional branch of the FMS to carefully study the samples of filling out the questionnaires there. It will not be superfluous to photograph these samples with a mobile device. It happens that local requirements for registration are somewhat different from the generally accepted ones, they even use their own forms of forms. If you clarify all the details in advance, this will save you a lot of misunderstandings in the future.
Step 4
Fill out the application form for the issuance of a passport to a minor in accordance with your local requirements. As a rule, the FMS authorities prefer to accept questionnaires drawn up on computers. Download the application form for obtaining a passport of the required type from the website of the FMS of Russia https://www.fms.gov.ru/documents/passport/. If your computer does not have a program for working with pdf files, you will also have to download and install it.
Step 5
Print out the completed application form in duplicate. To print the data on the legal representative on the back of the application, and not on the next sheet, turn the questionnaire over in the printer tray. Be sure to sign the appropriate box and have your child sign on the face of the application.
Step 6
Take ready-made application forms, photographs for a passport, a receipt for payment of the duty, civil passports - your own and your child's, the child's current passport, if any, documents confirming your powers of the legal representative of a minor (his birth certificate, documents of adoption, guardianship, etc. etc.), and together with your child, go to your territorial office of the FMS to begin the procedure for obtaining a foreign passport.
Step 7
Wait about a month. If the FMS authorities do not find grounds for refusing to issue a passport, take your regular passports together with your child and receive a ready-made document at the local FMS branch.
