The word "monument" has several definitions. One of them is an object that forms part of the heritage of the country and the people in the cultural sense. Another meaning of this word defines a monument as a work of art that was created to perpetuate certain people or historical events. However, erecting a monument is not as easy as it seems. Especially in the capital. To do this, you need to comply with a number of requirements.

Step 1
Monuments in the capital are erected only to those people or events that had a certain significance in the history of Moscow. These can be people with officially recognized achievements in the state or political life of the city. Also, the basis for the installation of the monument can be the merits of a particular person in the public, economic, military, industrial, scientific, sports, and creative fields. Provided that their contribution to a particular industry has brought long-term benefits to the city and the country as a whole.
Step 2
If you want to erect a monument to an outstanding person in the capital, you will have to contact the special Commission for the perpetuation of the memory of outstanding events and figures of Russian history. The Commission is headed by the Deputy Prime Minister of the Moscow City Government. He is also the head of the Social Sphere Complex in the city hall. The experts in the Commission are some members of the City Government, the City Duma, the Russian Ministry of Culture, the Russian Academy of Sciences, the Academy of Arts, and the Moscow City Culture Committee. It will also be decided by representatives of the Committee for Architecture and Urban Planning, the Committee for Public Relations and, of course, specialists from the Department of State Control of the Protection and Use of Historical and Cultural Monuments in Moscow, employees of the Museum of the History of the Capital, members of the Union of Artists and Architects. Sometimes, as specialists and experts, members of other organizations responsible for the city's urban planning policy can be invited.
Step 3
At the meeting of the Commission, provide a complete package of necessary documents and papers. Then you just have to wait for the decision that will be made by recognized experts.
Step 4
If the Commission decides to refuse to install the monument, all documents will be transferred to the Moscow Government, which will draw up a written refusal and provide you with the appropriate paper. In the event that a positive decision is made on your question, a project is drawn up on the installation of a monument or a memorial plaque. It should take into account the place where the monument will be installed, determine its appearance, pedestal, etc.
Step 5
After the installation of the monument, all documents on it must be transferred to the Administration of the district of Moscow where it is installed. Specialists of this municipal authority will take the monument to the balance, monitor its technical condition and carry out current repairs and restorations.
