If you want to erect a monument to an outstanding person in the capital, you will have to contact the special Commission for the perpetuation of the memory of outstanding events and figures of Russian history. The Commission is headed by the Deputy Prime Minister of the Moscow City Government. He is also the head of the Social Sphere Complex in the city hall. The experts in the Commission are some members of the City Government, the City Duma, the Russian Ministry of Culture, the Russian Academy of Sciences, the Academy of Arts, and the Moscow City Culture Committee. It will also be decided by representatives of the Committee for Architecture and Urban Planning, the Committee for Public Relations and, of course, specialists from the Department of State Control of the Protection and Use of Historical and Cultural Monuments in Moscow, employees of the Museum of the History of the Capital, members of the Union of Artists and Architects. If the Commission decides to refuse to install the monument, all documents will be transferred to the Moscow Government, which will draw up a written refusal and provide you with the appropriate paper. In the event that a positive decision is made on your question, a project is drawn up on the installation of a monument or a memorial plaque. It should take into account the place where the monument will be installed, determine its appearance, pedestal, etc.

Step 5

After the installation of the monument, all documents on it must be transferred to the Administration of the district of Moscow where it is installed. Specialists of this municipal authority will take the monument to the balance, monitor its technical condition and carry out current repairs and restorations.
