Citizens united in a religious group can apply for the creation of a religious organization. But at the same time, in accordance with the legislation, their application must meet a number of requirements.

Step 1
The procedure for creating a church is quite complex. According to the legislation, the founders of a religious association can be at least ten people united in a religious group who have reached the age of eighteen and permanently reside in the same locality or in one urban or rural settlement.
Step 2
The second prerequisite is confirmation of the existence of a religious group in a given territory for at least fifteen years. The supporting document must be issued by the local government. An option is to confirm the group's entry into the structure of a centralized religious organization of the same denomination; in this case, there is no need to confirm the 15-year period of the group's existence.
Step 3
Joining a centralized religious organization in itself raises a number of problems associated with differences in beliefs. A centralized organization can prevent the emergence of "wrong" beliefs, so the application of this option in practice depends on which centralized organization the religious group wants to join.
Step 4
If a religious group has existed for more than fifteen years, for registration it must provide the following documents:
- application for registration.
- a list of citizens creating a religious organization, indicating citizenship, date of birth and place of residence.
- the charter of the religious organization being created;
- minutes of the constituent assembly (at least 10 people must be present at the meeting).
- a document confirming the existence of a religious group in a given territory for at least fifteen years, or confirmation of its entry into a centralized religious organization.
- the main provisions of the doctrine and a description of the practices used, information about the forms and methods of its activities, about the attitude towards family and marriage, towards education, towards military service.
- information on the location of the governing body of the established religious organization.
- a receipt for payment of the state duty.
Step 5
The package of submitted documents must contain clear indications of the loyalty of the newly created religious organization to Russian legislation. Residential premises cannot be indicated as a legal address.
