In a society built on a democratic platform, a social stratum of people who are professionally involved in politics will surely appear. Someone comes into this field of activity as a wealthy person, but there are also those who hope to improve their financial situation. And there is some sense in this, since politics is considered a concentrated expression of the economy. Ivan Dmitrievich Grachev is not a poor man. He worked in the State Duma for many years. Initiated the adoption of laws important for the country.
Starting conditions
The biography of each person is written after a certain time period. On the basis of this document, one can judge his abilities, character and social status. Ivan Dmitrievich Grachev was born on February 19, 1952 in Yakutsk. This city is located in the Arctic Circle. In Soviet times, qualified specialists and laborers came here to earn some money. The northern allowance, according to many, was really crazy. The family of the future State Duma deputy had their own plans. After the completion of the term specified in the contract, the parents returned to the "mainland".
The boy studied well at school. At that time in the country, much attention was paid to the creation and development of new industries and technologies. Specialists for work in the machine-building industries began to be selected and trained already from school. Ivan graduated from school with a physics and mathematics bias and decided to get an education at Kazan State University. In 1973, after completing his studies, the certified physicist begins his career at the local research institute "Tekhfotoproekt". The young employee is actively engaged in scientific activities that bring not only moral, but also material satisfaction.
Based on the results of the experiments, Grachev draws up applications for inventions. Each invention brings a certain economic effect. In the technology of production of chemicals for processing photographs, the techniques proposed by Grachev are used. During his work at the institute, the scientist published more than a hundred scientific articles. In 1983, Ivan Dmitrievich was awarded the badge "Inventor of the USSR". Scientific creativity brings the scientist a well-deserved feeling of deep satisfaction. At the same time, he accumulates internal irritation with the current regulations and rules.
Bureaucratic procedures delayed the introduction of advanced technologies into production. In turn, such delays contributed to the overall economic lag. To introduce a new method into production, it was necessary to overcome enormous resistance at the stage of organization and implementation. Both officials and local workers did not strive for new frontiers and goals. They were quite happy with the stable and familiar environment. When the perestroika processes began in the mid-1980s, Ivan Grachev took what was happening with great hope. And not only accepted, but also actively participated in social activities.
The difficult path of a politician
By the end of the 1980s, democracy and glasnost in the Soviet Union took on real forms. The dogmatic party apparatus found it difficult to navigate the flow of events. The situation demanded new ideas, fresh energy and suggestions. When the first congress of people's deputies gathered in Moscow, Grachev did not leave the TV. As it turned out later, the democratic process was “contagious”. Already in 1990, Ivan Dmitrievich decided to join a promising project. He is elected a deputy of the Supreme Soviet of Tatarstan, having successfully overcome all filters, obstacles and squiggles.
For three years, the deputies have to gain experience in legislative activity. Many at that time did not understand the meaning of what was happening. At the philistine level, people believed that everything was being done for their benefit. So that the standard of living in Russia would rise to European and American standards. Quite a few, including the deputy Grachev, saw the panorama of events as a whole. Ivan Dmitrievich made a significant contribution to the creation of a program of market transformations in Tatarstan. The reformers considered the most important task to carry out privatization. No, they did not seek to sell the property of the country to just anyone.
Within the framework of the existing target designations, factories and plants, newspapers and steamships had to be transferred into the hands of effective owners. Deputy Grachev, with his inherent intelligence and brilliance, proved in his speeches and articles the effectiveness of relying on small business. He was ready to destroy, crush and divide large production structures into small fragments. And these “small fragments” should be transferred into the ownership of local entrepreneurs. The efforts of Ivan Dmitrievich were noticed in the capital and made him a pleasant offer. In 1993 Grachev became a deputy of the State Duma on the list of the Yabloko party.
Legislative activity
The qualitative composition of the State Duma is formed according to a certain method. Experienced business executives, scientists and specialists in narrow fields of knowledge, as a rule, occupy certain positions in specialized committees. From the first days, having settled down within the walls of the Russian parliament, Ivan Grachev quite expectedly holds the post of deputy chairman of the committee on property and economic activities. The famous Law on Small Business Support was adopted at his filing.
In total, during his work in the State Duma, Deputy Grachev took part in the development of more than a dozen Federal Laws. It is interesting to note that in some projects he had to collaborate with his own wife. Grachev's personal life is not of particular interest. Today he is married for a second marriage. Husband and wife worked in the State Duma for a long time. The wife is also a well-known person - this is Oksana Genrikhovna Dmitrieva. Their son is growing up. Grachev left his first wife with two children. Apparently, according to the standards in force in parliament, it did not meet certain requirements.
