In 1999, amendments to the law on entry and exit came into force in Russia, thanks to which Russians can issue passports at any OVIR regardless of registration. In addition, now people who often go on business trips abroad can issue a second similar document. This is possible for people traveling abroad at least once a month.

Instructions
Step 1
To get a second passport, you no longer need to wait a whole year in order to present to the OVIR marks with monthly trips abroad for 12 months. This can be done earlier, subject to certain rules. To register it, you must also have a job application.
Step 2
The use of two passports is allowed only in connection with a person's professional activities, and not just a desire to see the world. The easiest way to get them is for civil servants. They are issued diplomatic or service passports. Members of their families (minor children and spouse) can also apply for these.
Step 3
However, at the end of a trip abroad, the holder of a diplomatic or service passport is obliged to return it to the organization that sent it abroad. Ordinary mortals who often leave their homeland because of their professional activities can also receive a second document (subject to foreign business trips at least once a month).
Step 4
To obtain a second passport, you will need to ensure that your current passport contains marks of crossing the state border for the last three months. If everything is in order, write a petition to the head of the UMVS department. It must be drawn up on behalf of the organization sending you on business trips, on its letterhead and certified by the signature of the head.
Step 5
In the application, indicate the reasons why you need a second passport, the number of the current one (series, number, issued by whom), and also that you are not entitled to a service or diplomatic passport. Attach a standard package of documents to the application for obtaining: a questionnaire, photographs, work record book, a certificate from the military registration and enlistment office, etc.
