One of the directions of state policy is to improve the living standards of the population. Within the framework of this direction, social support is provided in the form of benefits for payment of housing and communal services. Not everyone has the right to benefits, but only certain categories of citizens.

Instructions
Step 1
Benefits for payment of housing and communal services can be issued only by those categories of citizens who are specified in the law of the Russian Federation. At the moment, the list of beneficiaries includes heroes of socialist labor, participants in the Great Patriotic War, home front workers, honorary donors of Russia and the USSR, as well as disabled people, large families and people exposed to radiation. Depending on the region, this list can be expanded, but not reduced in any way.
Step 2
Visit the housing and utilities organization and write a statement that must include a request for benefits for you to pay for housing and utilities, indicating the reason.
Step 3
Take an extract from the house book, which should indicate how much area your housing occupies and how many people are registered with you in the apartment. Also, you must have with you a document defining the form of ownership of the residential premises. It is assumed that it does not matter if your apartment is privatized or not.
Step 4
Prepare your identity document. You will also need confirmation that you belong to the category of citizens who are eligible for benefits.
Step 5
Submit a certificate of family composition. According to the amendment to the Law "On Veterans", the right to the benefit, starting in 2011, applies to all family members of the beneficiary who live with him in the same apartment.
Step 6
Collect payment stubs that show that you have paid utility bills in the past six months.
Step 7
Submit all these documents to the housing and communal organization or to the department of social protection. Please note that benefits can be cumulative. After the adoption of the law "On the monetization of benefits," they are not deducted from the invoice for payment of services, but are transferred to the beneficiary to a bank account, through post offices or to a social card.
