Through registration, the state controls population migration. Distinguish between temporary (with the limitation of the date of registration of a citizen) and permanent registration at a specific place of residence or place of arrival. For non-compliance with the registration regime, fines are imposed on both persons without registration and the owners of housing where they are staying.
It is necessary

Step 1
By the decree of the Government of the Russian Federation of December 22, 2004, the period after which registration is required for Russian citizens was changed. Instead of 3 days, now it is 90. That is, a Russian citizen can live for a long time without registration, but it will be quite difficult for him to get a compulsory health insurance policy at the place of work, rent a car and apply for a loan.
Step 2
If you are a citizen of the Russian Federation, upon arrival at a new place, go with the owner of the home you are staying with to the registration authorities and write an application for temporary registration at a specific address. A state fee is due for registration. Pay for it at any bank branch and attach the receipt to the application and the necessary documents. Registration of a Russian citizen takes 3 days.
Step 3
For foreigners, the registration procedure is much stricter. So, foreign citizens arriving in the territory of the Russian Federation are required to register within 3 working days after arriving at their destination. Otherwise, they will face a fine of 2 to 5 thousand rubles.
Step 4
To register, collect the following documents: a passport, a migration card with a border mark, a Russian visa valid for at least 1 year, a document confirming the right to move into a dwelling (a lease agreement or a statement from the owner of an apartment, an order for living in a hostel (with a copy), a medical insurance policy, 4 photographs for documents measuring 35x45 mm, a test certificate for the absence of HIV infection (tests are submitted in a Russian medical organization.) Registration of a foreigner takes 1-1, 5 days.
Step 5
Please note that a violation of the passport regime by a foreigner 2 times entails expulsion from the Russian Federation with a ban on entry for 5 years (there must be a court decision on expulsion).
